Daphnée leads an intrepid group of forward-thinking public servants laser-focused on government skill-building and culture change. She takes a roll-up-your-sleeves approach to ushering the resilience learners need to keep up with the rapidly changing landscape of a digital world. Through partnerships with industry leaders, the digital training team offers guidance, workshops, panel discussions and other learning experiences to help government teams go digital-first. Meaning, truly understand how digital transformation works in a government context, how to meet Ontario’s Digital Service Standard and apply skills that can yield high-calibre government services designed with (and not just for) people.

Before joining the Ontario Digital Service, she spent 14 years at the Ontario Arts Council, where she pioneered the organization’s shift into the digital age. She played a key role in driving OAC’s move from paper-based to digital processes. And her efforts to increase digital literacy led to senior management endorsement to revamp business practices.

During her tenure, Daphnée learned how to make change happen. But most importantly, how to coach people through change with tact and empathy.

Daphnée is an experienced change-maker, people coach and avid public speaker. Recently, she has delivered talks and workshops at various local and global events, including the Haiti Tech Summit, the Diversity in Digital Services Summit at the Canadian Digital Service, Do not Include Us, a workshop on ethics, diversity and inclusion in AI development co-organized by the Digital Justice Lab and Harvard Kennedy School.

When she’s not looking for ways to hack bureaucracies, Daphnée works on creative projects. She co-founded an art and wellness collective, the Sunday Dinner Collective, to improve the lives of single moms in BIPOC communities.

A passionate advocate for digital inclusion, she works with Anansé Creations, a social entreprise active in Colombia, and Jireh Minds, a STEM not-for-profit that’s nurturing the next generation of tech mavericks in Haiti’s rural areas. She also volunteers with the NIA Centre for the Arts as a strategic advisor and youth mentor. She recently partnered with members of the Global Startup Ecosystem, the world’s largest digital accelerator with over 90 member countries, to kick-start tech initiatives in marginalized communities.
